The meeting at the Colonial Office in September 1948 decided that the differences between Bishop Hall and the Director of Education about restricting "subscriptions" did not involve matters of educational principle but were of local interest and should, therefore, be settled in Hong Kong.

Bishop Hall at the meeting made it quite clear that he would not allow any interference with his right to collect what subscriptions he liked, but he was prepared to submit to a reduction in grant if a scrutiny of his accounts revealed that he was collecting too much money. Fara. 2 of Mr Rowell's letter of 7th September 1949 at (8) is a correct But summary of what was decided last September. now the Bishop wants to restrict the reduction of grant to a maximum of 10,, whilst retaining the right to have no maximum on the subscriptions which he collects.

1 suggest that you inform the Bishop that you are unable to enter into the dispute between himself and the Director as it was decided at the meeting last September that the matter should be settled in Hong kong and that you regret to hear that this has not hapened.
